Most adopters have never heard of puppy brokers. Pet stores don’t mention them. Websites don’t list them. But behind the scenes, brokers are the middlemen who keep the puppy mill pipeline alive — and they’re the reason so many sick, undersocialized puppies end up in pet stores across the country.

What Is a Puppy Broker?

A puppy broker is a distributor. They buy puppies in bulk from commercial breeders — often large-scale, high-volume operations — and resell them to pet stores, online retailers, and third-party sellers.

Brokers don’t breed puppies. They buy and ship them like inventory.

Where Do Brokers Get Their Puppies?

Most brokers source puppies from:

• Midwestern puppy mills

• Commercial breeding facilities

• Dog auctions

• Overcrowded kennels with minimal oversight

• These facilities often have:

  • little to no vet care

  • no socialization
